I get that it's for comedic purposes but if it's affecting the plot progression, that's just annoying.

it's an animated fictional series aimed for teens. I don't think there is any reason to question logic or plot when clearly it's all just about wether or not Oda wants something to happen

Luffy, Usopp and Nami is supposed to deal with the exchange of money and ship repairs because: 1) Luffy is the Captain and make the calls 2) Nami handles the money and 3) Usopp handles Merry's repairs. Since Luffy can't be trusted with the money it's up to Nami and Usopp to secure the suitcase before Luffy spend it for food.
